Recently two Boy Scouts, brothers Bradley and Spencer Keegan, came to a City Council meeting to experience civic responsibility first-hand. The boys met their council members and partook in the evening's lively civic discussion concerning cell phone towers as part of their work towards a Citizenship in the Community merit badge. Both are members of Troop 3000, which meets at Birmingham United Methodist Church.
