UPDATED: Roads will refreeze overnight.
Latest update: The bitterly cold temperatures overnight mean all moisture on roadways will likely refreeze. Roads that were previously clear might be dangerous as snow melted by motorists and sunshine is likely to become ice.
In addition, efforts to sand iced areas are proving difficult because the particulate cannot attach itself to the surface of some frozen patches. Please continue to avoid travel, and if you must be extremely cautious.
Road conditions will continue to remain hazardous in spots until temperatures increase. Milton’s crews will resume work in the morning.
The City of Milton wants residents to know checking and fixing main thoroughfares are the aim of operations. Business Executive to “Test Waters” for Potential White House Bid.
STOCKBRIDGE, GA- Business executive Herman Cain announced today that he has officially established a presidential exploratory committee, “Friends of Herman Cain,” to “test the waters” for a possible White House bid.
“After receiving overwhelming encouragement from supporters and donors across the U.S., I have decided to form a presidential exploratory committee,” Cain said. “During this time, we will examine the extent of financial resources and grassroots support that would be critical to winning the Republican nomination.”
Cain is best known for his role as President and CEO of Godfather’s Pizza, Inc., where he led the company from the brink of bankruptcy to profitability in just 14 months. He has also served as an executive of other Fortune 500 Companies, such as Pillsbury and Burger King.
He served as chairman of the Federal Reserve in Kansas City, as well as the President and CEO of the National Restaurant Association. Cain was a senior economic adviser to the Dole/ Kemp presidential campaign in 1996.
Cain hosts a nightly radio program, “The Herman Cain Show,” one of the highest-rated shows in the Atlanta media market. He is also a syndicated columnist.

NORTH FULTON -The North Fulton cities are tentatively planning to open today, albeit with a delayed start.
Milton is opening its doors at 10 a.m. this morning, even though most Milton roads are still considered extremely dangerous due to ice and snow.
Roswell city hall is opening at 11 a.m.
Alpharetta municipal offices are scheduled to open at noon, with court services beginning at 1 p.m.
Johns Creek city offices will be open at noon.
According to Jason Wright, communications manager for Milton, his city's roads range from "OK to very bad, very quickly, often on the same road."
However sand trucks were being deployed throughout Milton and two front-end loaders are headed to Milton to try and remove debris that has accumulated on the roads. However, if the debris has frozen to the road, removal might be difficult of impossible.
Highway 92 in Roswell backed up to the Cobb County line and the city is urging residents to stay off the roads unless it is an emergency.

NORTH FULTON/FORSYTH - With freezing rain and sleet expected throughout the day and a high near 29, government offices have shut down services throughout Fulton and Forsyth counties.
Daytime ice accumulation of around a 0.1 of an inch possible, according to the National Weather Service.
Total daytime sleet accumulation of 1-to-3-inches possible.
City of Roswell administrative offices and court services will be closed today, according to a Roswell Fire Department spokesperson.
City of Milton has closed city hall.
"The snowfall and freezing temperatures have made roadways throughout the City of Milton slick and dangerous", said Fire Chief Robert Edgar.
Emergency rescue crews have reported icy conditions throughout the length of Hopewell Road and the Arnold Mill Road Bridge, Edgar said.
"Please stay off roads for your safety," Edgar said.
Forsyth County government buildings and courts were also shut down on Monday due to the inclement weather, said Jodi Gardner, a county spokeswoman.
School systems in Fulton and Forsyth counties are closed today.
About 1000 GDOT workers are out trying to clear roads.
Snow, sleet, freezing rain and sustained temperatures below freezing are causing extremely hazardous driving conditions throughout Georgia, said Jill Goldberg, a spokeswoman for the Georgia Department of Transportation.
Significant accumulations of snow are occurring from the Metro Atlanta area; dangerous icing is expected across the entire advisory area.
Georgia DOT has marshaled all available assets from throughout the state and will respond in strength but encourages the public to refrain from all but absolutely necessary driving until at least Tuesday.
MARTA canceled all bus services today, Cara Hodgson a MARTA spokeswoman said.
Rail service began operating their normal schedule at 4:45 a.m., however, delays may occur throughout the day.
"We will also be closing the ramp entrances to the North Springs (Ga. 400 entrance) and Indian Creek (Interstate 285 entrance) stations beginning at 7 p.m. Monday as these locations are more prone to freezing during winter weather," she said.

Marietta man killed in car crash.

A 23-year-old Marietta man was killed in a one-car wreck early Sunday, Cobb County police said.
Garrett Austin was driving a black 2004 Nissan 350 Z southbound on Bells Ferry Road just north of Tate Creek Lane just before 2 a.m. when investigators believe he failed to negotiate a left-hand curve in the road. His car went through the center median, hit some trees and overturned, authorities said.
Austin died at the scene, police said.
His passenger, Justin Freeman, of Macon, was transported to Grady Memorial Hospital with non-life-threatening injuries.
The preliminary investigation indicates speed and alcohol may have been factors in the wreck, police said.
Austin was a 2005 graduate of North Cobb Christian School and attended Kennesaw State University, according to his Facebook profile. Freeman is a minor league pitcher in the Cincinnati Reds organization.

Fulton school superintendent Loe announces retirement.

Cindy Loe, superintendent of Fulton County schools, abruptly announced Thursday that she'll be retiring at the end of the school year for family reasons.
Loe was hired in April 2008 as the county's sixth superintendent since 1995.
With her resignation, Fulton will become the fourth metro district in search of a new superintendent. Searches are already under way or planned in Cobb and DeKalb counties and the city of Atlanta.
Loe, a 30-year veteran educator, broke the news to members of the school board in a specially called executive session Thursday afternoon. An e-mail to staff followed a short time later, and news spread quickly after that.
Staff and parents contacted late Thursday said they were caught off guard.
"She was doing a good job," said James Reese, a resident of south Fulton with two children in the school system.
"She came into a difficult situation and was doing a good job," he said. "You could see it was going in the right direction."
Kelly Himes Brolly, a mother of three from Alpharetta, said Loe's departure will be a "loss to the system."
"I have a lot of respect for her," Brolly said. "She's a very good superintendent."
Loe came to Fulton from Gwinnett County, where she'd been a principal and associate superintendent, and quickly became known for seeking parental feedback on all major issues. Parents in the county also gave her high marks for balking at changing to a new integrated math curriculum that continues to spark debate.
In the past, Reese said, parents "were always agitated with the school system. With her, it just felt comfortable."
“Dr. Loe brought a great amount of professionalism and accountability to our schools," board President Linda Bryant said.
In a prepared statement, the school board announced a national search for a replacement will be conducted, with the goal of having a new superintendent by June 1.
"We know what is needed to keep our school system moving in the right direction,” Bryant said.
About 92,000 students attend Fulton County’s 101 public schools, which are generally considered to have a good track record for student achievement. The latest reports show 78.9 percent of the system’s schools made Adequately Yearly Progress, a critical benchmark of the federal No Child Left Behind Act. The latest SAT results show the county’s students outperforming the state and national averages on reading, math and writing.

Horse dies day after mud rescue.
After Popeye was pulled from the mud Monday night, Amanda Brice helped cover him in blankets to warm the animal.

Horses Popeye and Paisley were always together on the five acres around the Brice family's Forsyth County home. So when Phil Brice saw Paisley standing alone Monday afternoon, he knew something was wrong.
"Where's Popeye?" Karen Brice said her husband asked himself. He had seen Paisley standing alone three hours earlier, too.
But when he got on his four-wheeler, Phil Brice found the 9-year-old Popeye. The horse was up to his neck in mud. Only his back, neck and face were out.
"It was like a quicksand, a muddy bog in a creek drain," Karen Brice said.
Phil Brice called his wife, who was still at work. Around 5:30 p.m., Karen Brice started making phone calls to find someone to help Popeye, who belonged to 16-year-old Amanda Brice, the captain of the equestrian team at North Forsyth High School.
Almost instantly, help arrived in the form of the Milton fire department's large animal rescue team, local veterinarian Lanier Orr and a trailer from the sheriff's office, Karen Brice said. Everyone was a stranger to the Brice family, but that didn't halt the rescue efforts.
The firefighters immediately went to work to free Popeye, using straps and a crane to pull him out of the mud. It was almost 9 p.m. when Popeye was standing on solid ground. The family used blankets to warm the horse.
"He was completely frozen, he was so cold," Karen Brice said.
But eventually, Popeye seemed more like his old self.
"He was eating and he seemed like he was fine," Karen Brice said.
The owner of a towing company, Smokie Ingram, offered to bring Popeye to his barn, about three-fourths a mile away, for the night. Ingram's fiancee wanted to help, too.
"We had never met these people before," Karen Brice said.
The couple took the horse home and checked on it throughout the night. At 9:30 a.m. Tuesday, Popeye seemed fine.
But when Amanda Brice arrived shortly after 10 a.m., she found the lifeless horse on the ground.
“She was going to see him," Karen Brice said. "She took her bucket and she was actually going to groom her horse.”
The family isn't sure what killed Popeye, but suspects the stress of being trapped for so long in cold conditions was too much for him to overcome.
Bill Bourn, the director of the large animal group for Milton, said the rescue was different than the typical calls for the group, which was organized in August 2008. The firefighters usually are called to duty when older animals fall and cannot get up, Bourn said.
As the only fire department large animal rescue team in the state, the Milton team will respond to any emergencies in bordering counties, Bourn said.
“We had to set limitations," Bourn said. “We don’t have the resources or the manpower to trek hours across the state.”
The rescue team is funded solely by donations, Bourn said.
“Not every person has horses. And not everybody feels their tax dollars should go to horses," he said.
Despite the loss of the beloved animal, the Brice family says it is grateful that so many strangers came to help during Popeye's time of need.
“It was amazing that all of these people were brought to us during our time of need," Karen Brice said. "And nobody would take a penny. We're so appreciative to everyone."
Milton names Sisson to historic preservation board.

Ken Sisson has been appointed to the Milton Historic Preservation Commission to serve a three-year term.
The City Council voted unanimously Wednesday to approve Sisson, the president of construction at Rogers Electric and a 12-year Milton resident.
In nominating Sisson, Councilman Burt Hewitt said the appointee had a background in general construction, and his businesses had been involved in the adaptive reuse of historical properties.
The Historic Preservation Commission was created in 2009.
Council Stands Behind Ethics Plan Among Other things.

In addition, changes were made to the Local Emergency Operations Plan brought to the attention of council by Matt Marietta of the Milton Fire Department.
The protocal now in place helps to insure each department's responsibilities should a national disaster / emergency come into play.
In addition, Milton's Design Review Board approved the gas station at Highway 9 and Bethany Bend providing some landscaping adjustments would be included.

Air gun shooter hits three cars.

MILTON – Three people were attacked by a person firing a BB gun at their cars, shattering windows Dec. 19 on Morris Road.
The first report came in about 8 p.m., when a Lithonia woman told police her rear passenger window was cracked by something hitting the car. A check of the damage showed a BB lodged in the glass.
About the same time, another car was hit, this time in the front passenger window. A few minutes later, a third call came in with similar damage.
Police checked the surrounding area and found an abandoned air rifle in the area of the Fairview subdivision.

North Fulton Residents Discuss 400 Remedies and Problems.

State Authority members were kept busy addressing the numerous questions kick there way from residents of Sandy Springs, Alpharetta, Johns Creek, and Milton.
While there has been some talk of tolls to fund the project, some elected members including Alpharetta's Chuck Martin were opposed.
Regardless of suggestions and opinions, the majority of the crowd was pleased to see solutions on the table.

Roswell rejects plan for outdoor go-cart tracks.
NOTE: While not taking place in Milton, we thought the following article might be of interest to our readers considering the noise pollution and congestion factors that have befallen Milton over the past ten years.

The Roswell City Council has rejected a request by an entertainment complex to build two outdoor go-cart tracks.
Council members voted 5-0 against the idea Monday night after hearing residents voice complaints during a near four-hour meeting. Nearby subdivision residents and business owners said the noise and congestion caused by the tracks at Andretti Indoor Karting & Games would damage the city’s image, make traffic worse and lower property values.
“I’m worried about the impact this could have on the surrounding area,” council member Kent Igleheart said.
Andretti representatives countered that the outdoor tracks would improve the business and be an asset to the city.
“We are not proposing a side-of-the-road, dust-and-gravel obnoxious go-cart track,” said Warren Fondu, general manager of Andretti’s. “We want this to be the most unique and the best outdoor go-cart track ever.”
Fondu and others also said that sound studies showed the tracks would not violate the city noise ordinance.
Still, there was strong opposition.
“It’s not right for this site, it’s not right for the area and it’s not right for the city of Roswell,” said Kevin Tallant, a lawyer for Chambrel of Roswell, a senior living community.
Denise Rauch of the Charleston Oaks homeowners association said most outdoor go-cart tracks are located in vacation spots or near interstates and dense retail areas, not residential neighborhoods. She said the tracks would hurt the value of homes and urged the council to reject the zoning variance request.
Andretti's already has a go-cart track inside its two-story complex. It also has 120 video games, the Funny Farm comedy club, a climbing wall and an upstairs bar with pool tables. It's open until 1 a.m. on Friday and Saturday. The building faces Alpharetta Highway, a commercial corridor, but has subdivisions behind it.
The company wants to build outdoor tracks for 9-horsepower "superkarts" and 6.5-horsepower "concession karts" in the parking lot.
Andretti's has pursued a landscaping variance, but noise is the main the sticking point. The city planning commission recommended approval last month, saying Andretti's acoustic testing convinced it that the sound of 20 go-carts would not disturb people living in subdivisions behind the complex. The commission also urged Andretti's to close earlier than 1 a.m. on weekends.
After the meeting, Fondu said he didn't know what Andretti would do next.

We've got big plans for 2011.
By Accessmilton.comLet me begin by saying that 2010 was a banner year for the City of Milton. We were able to trim our budget while, through more effective partnerships, increasing services to citizens. We truly established Milton's Parks and Recreation Department, which will pay huge dividends in terms of quality of life throughout the history of the city. And we improved in nearly every area of service to our citizens, reaffirming our commitment to being the best, most well-run government possible.
But this is a look to 2011, and the point I want to make right off the bat is that we will not rest on these accomplishments. Instead we will continue this drive for excellence into the coming year and endeavor to meet our citizens' high expectations. Let me take you through a list of the highlights we see coming in 2011.
Summer camp, new programs and a new park.
Summer 2011 will see the first two Milton day camps – Camp Joyful Soles at Cogburn Woods Elementary and Camp Bethwell inside the renovated Bethwell Community House. This city-owned building will also be the staging area for new recreation activities and classes and available for citizens to rent throughout the year.
In addition, 2011 will see the execution of the city’s first intergovernmental agreements with Milton’s schools to run flag football and soccer programs on their unused field space, bringing an end to a number of parents paying out-of-city fees.
Milton’s Parks and Recreation Department will also oversee the construction and opening of two new parks: A one-acre plot at the corner of Deerfield Parkway and Webb Road and a two-acre space in Crabapple between Northwestern Middle and Crabapple Crossing Elementary schools. This is in addition to scheduled improvements to Bell Memorial Park and implementation of the first phase of Milton’s Trail Plan.
Future city sites.
In March 2011, Lew Oliver Inc. Home Town Solutions will hold a charette, or design meeting, that will revisit and revise the Crabapple Master Plan. The purpose of this work is to lay the ground work for a Milton City Center in the coming years.
In addition, the City of Milton is evaluating the options for purchasing property on Ga. 9. A portion of this land will potentially go to a road helping alleviate future traffic from the under-construction Bethany Bend High School. This property will also be the future site of a public safety complex to house the city’s police and fire headquarters.
Intersections and paving.
The design concepts for two intersection improvements – Hopewell/Francis/Cogburn roads and Mayfield at Mid-Broadwell to Broadwell roads – will be created in 2011. In addition, the two existing intersection projects – Birmingham Highway at Providence/New Providence roads and Arnold Mill Road at New Providence Road – will move through their final design stages toward construction in 2012.
The City of Milton Public Works Department will also oversee the paving of a little less than seven miles of roads, including major thoroughfares Thompson, Freemanville, New Bullpen, and Webb roads and residential streets like Thorntree Run, Drummond Pond Road, Kensington Farms Drive and Powers Court.
Public Safety improvements.
Milton’s police force will gain one additional officer in 2011, allowing an existing law enforcement professional to become a member of the federal High Intensity Drug Trafficking Area Task Force. This position will mean seized dollars for additional crime fighting measures.
Residents can also expect increased fire service. Because of a recent hiring strategy, in January 2011 Milton’s Engine Company 41 will become an Advanced Life Support unit, the second in the city providing both paramedic and fire assistance. In addition, the Fire Department will add an air and light trailer to its response vehicles, meaning additional resources for firefighters at the scene of a major incident.
2012-2015 Strategic Plan.
The culmination of more than three years of work, our 2012-2015 Strategic Plan began as a list of ideas and concepts born in yearly City Council retreats. Those ideas are now being turned into a guidebook for policy decisions that, when coupled with our Comprehensive Plan and yearly budget process, will give Milton staff a clear direction for our expected progress across every department.
These are just the major highlights. I could go on and on mentioning our Community Development Department creating tax incentives for equestrian and agricultural residents to protect our rural culture. Or our commitment to make 2011’s special events and charity programs more successful than ever before. Or our continued progress in reducing the City of Milton’s waste and energy use – but I think you’re getting the picture.
Every year Milton just keeps getting better, and 2011 will be no exception. Thank you for letting us be your local government, and don’t hesitate to bring your ideas to the table as we move forward through the year.

Milton FD animal rescue hard at work.
By Accessmilton.comMilton's Technical Large Animal Emergency Rescue Team (TLAER) has been hard at work recently, saving animals across Milton and neighboring Cherokee County.
On Nov. 25, TLAER members pulled a horse from a muddy Cherokee County ditch that had snared the animal's leg. Battalion Chief Bill Bourn said these situations can be especially dangerous for horses, as their legs can break or hooves can be pulled off while being lifted out of the mud due to the suction of the muck.
Eventually, however, firefighters were able to get the horse out and pull it to safety unharmed.
On Dec. 17, TLAER members helped an immobile Cherokee County horse stand on its own using a sling, rescue glide - a back board for large animals - tractor and donated wrecker. Bourn said older or sick horses that lie down often have trouble getting back up. Luckily, the animal was fine after being helped.

Bring One For The Chipper Jan. 2.
By Accessmilton.comGet those lights off and stock up on tie downs, because Sunday, Jan. 2 the City of Milton and Milton Grows Green (MGG) will once again offer Christmas tree recycling as part of Georgia's "Bring One For The Chipper" program.
This year recyclers may take Christmas trees to three locations: Milton High School (use the Birmingham Highway entrance), King's Ridge Christian School (use the Cogburn Road entrance) and Scottsdale Farms for assisted drop-off from 10 a.m. to 4 p.m.
That way whether you're on the north, south or east sides of Milton, you're covered.
In addition, Scottsdale Farms will accept Christmas trees during normal business hours from Dec. 26 through Dec. 31 and Jan. 2 through Jan. 9. The business is awarding each Christmas tree recycler with one free latte.
Local Starbucks locations are also donating coffee, hot water and cups for hot chocolate Jan. 2 at the school drop off locations.

The third 12-class session of the City of Milton and CorePhysique's popular fitness camp begins Jan. 5 and lasts through the end of the month.
The thrice weekly camps have been a hit, with every camper seeing inches and pounds lost and improvements in their overall physical assessment, said Kolleen Riddick, founder of CorePhysique. Nearly everyone who starts one camp elects to take more, she said.

The meetings are to determine what new projects should be funded along the Ga. 400 corridor, which includes the entry most near Milton, Windward Parkway. The money for the projects comes as a result of a September 2010 Georgia State Road and Tollway Authority (SRTA) and Georgia Department of Transportation (GDOT) vote to extend the ground lease for the Ga. 400 Toll Road and the fifty-cent toll for up to 10 years. Those revenues will be used to fund the new transportation improvement projects.
Five public meetings will be held throughout January for the projects and information is available online at www.georgiatolls.com.

PAL Bike Drive planned Jan. 6 and 8.

The Alpharetta Police Athletics and Activities League (PAL), a non-profit youth organization building leaders for tomorrow, is holding a bike drive Jan. 6 and 8 at PAL Gym in the Eagle Village Youth Complex behind Alpharetta City Hall (2 Main Street, Alpharetta, GA 30004). The aim is to procure enough bicycles for a youth bicycle riding program.
Want to help out? Simply bring your gently used bicycle between 6 and 8 p.m. Thursday, Jan. 6 or 10 a.m. to 6 p.m. Saturday, Jan. 8. PAL will take care of the rest.

The Milton Disability Awareness Committee (MDAC) will present author Tom Kohler reading and answering questions about his book, "Waddie Welcome and the Beloved Community" Jan. 11 at 7 p.m. in Milton City Council Chambers, 13000 Deerfield Parkway Suite 107E (click here for directions).
Kohler, a lifelong resident of Savannah, has worked for Chatham Savannah Citizen Advocacy for 31 years. While there he has personally invited more than 3,000 people to step forward and become a citizen advocate. More than 750 people have taken the invitation, and 120 are active as citizen advocates today. Kohler also routinely speaks at keynote conferences in the US, Canada and the United Kingdom.
"Waddie Welcome and the Beloved Community" tells the story of friendships that transcended divisions of disability, race, and income and created powerful new possibilities in a whole community. Former President Jimmy Carter called the book "a modern day parable."

HYA registration extended to Jan. 15
By Accessmilton.comOpen registration for Hopewell Youth Association's (HYA) spring 2010 recreational baseball season has been extended to Jan. 15, meaning the normal $70 late fee will be waived until after that date, said organizers.
The previous deadline was Dec. 27, said Scott Stachowski, HYA Board Vice President.
"Since this date fell during the busy holiday season, we have decided to extend the deadline," he said. "Hopefully this will allow those that have been busy or traveling to register without having to pay the late fee."

The second annual "Run For Cover" Eagle 5K run to benefit Milton Boys' Lacrosse will be held Jan. 22 at Milton High School. There will be a 1 mile fun run at 8 a.m. and the race will begin at 8:30 a.m.
The course will be the "Colt Trail," a loop around Milton High School on paved roads. Awards will be presented to overall male/female, masters male/female and top three male/female in age groups from under-10 to over-75. All participants in the 1-mile fun run will receive a ribbon.
Registration is $20 by Jan. 15, $25 afterward. There is a family rate of $60.
In addition to the registration fee, all participants are required to bring an article of winter clothing and/or non-perishable food item for North Fulton Community Charities.
Proceeds will benefit Milton High School's Boys' Lacrosse program.
