Narrative:
On 2-22-11 at 1535 hours, I was dispatched to XXX Sandringham Drive in referance to a burglary. Upon arrival, I met with the complainant, XXXX. Mr.XXXX stated that he had been away from his residence since 0900 hours and when he returned at 1530 hours, he found his front door had been forced open.
XXXX stated that he entered the apartment to find his flat screen TV, unhooked from the cable, and sitting on the floor. A blanket had been taken from a closet and placed over the TV. As I checked the apartment I found the back bedroom screen had been kicked out from the inside.
I checked with dispatch and found that Johns Creek had a K-9 available to come to my location and attempt a track from the point of exit. K-9 Officer George Hodge gave a 15 minute ETA.
Mr. XXXX stated the he could not find any of his property missing. He estimated the damage to the door to be $200.00 and damage to the screen to be $100.00. I checked the area around the door, window , and TV stand but they were not suitable for processing. The areas were extremely dusty and it appeared that the blanket may have been used to handle the television. CID was not contacted and did not respond.
It should be noted that the apartment is located on the southwest corner of the apartment complex. There is a well worn path from the Target parking lot that passes 10 feet from the victims door. After school, the path is heavily traveled by juveniles cutting through from the shopping center.
At 1615 hours, Officer Hodge arrived and attempted a track from the back bedroom screen area but was unsuccessful.

Milton seeks applicants for summer camp jobs.

Milton's Parks and Recreation Department is hiring nine part-time, seasonal positions to staff its two new summer camps. The city is seeking directors, lead counselors and counselors to run and staff Camp Bethwell and Camp Joyful Soles. Applicants must have graduated high school by June 1, 2011.
Registration for Camp Bethwell opens March 16 at City Hall for Milton residents. Milton and Alpharetta residents can register for Camp Joyful Soles beginning March 17. Non-resident registration for both camps begins March 28.
Milton approves land purchase for park.

The Milton City Council has agreed to the purchase of one acre of land at Webb Road and Deerfield Parkway to create a small pocket park along one of the city's most heavily traveled areas. Council members voted unanimously Monday to pay First Citizens Bank $160,000 for the property which originally appraised for $560,000.

MILTON, Ga., March 8, 2011 - Planning for the City of Milton's two new summer day camps - Camp Bethwell and Camp Joyful Soles - is in full swing, with the city hiring staff and opening registration for residents March 16 and 17.

The City of Milton Parks and Recreation Department is hiring nine part-time, seasonal positions - directors, lead counselors and counselors - to run and staff Camp Bethwell and Camp Joyful Soles. Interested applicants need to have graduated high school by June 1, 2011.

Registration for Camp Joyful Soles will be Thursday, March 17 from 5:30 to 7 p.m. also in suite 107G of Milton City Hall and is open to Alpharetta residents, as well. Participants can expect days filled with arts and crafts, drama, treasure hunts, games, fitness and more.
Camp Joyful Soles, held at Cogburn Woods Elementary School, is for campers with mild disabilities. It is held in conjunction with Alpharetta's Camp Happy Hearts and is for children ages 12 to 18. Camp Joyful Soles will be open June 6 to Aug. 5 (with no session the week of July 4) from 7:30 a.m. to 5:30 p.m. Monday through Friday.
In addition to arts and crafts and games, campers can also experience a therapeutic equestrian program and sports programs.

Milton GA - DUI Capital?

23 year old Harrison Baker of Cumming was ticketed by Ofc Grey for DUI among other violations including failure to stop at a stop sign.
The vehicle would be pulled over on Morris Road at 2:35am. After which, Ofc Hickerson was called to the scene.

53 year old David Eyler of Cumming would be ticketed for DUI and failure to maintain lane in the early morning of February 27.
Milton Police Officer Johnson was on duty in the Bethany Bend - Highway Nine area and noticed the suspect's vehicle swerving and crossing over the center line.

Milton Officer Fregosi Keeping Roads Safe.

Milton Police Officer Fregosi was on the job once again on February 27.
As he was patrolling the Deerfield area, he witnessed a Jeep Cherokee run a stop sign near Morris Road; nearly hitting his police cruiser.
The driver stated that he was the official designated driver and had two other occupants in the vehicle with him. Upon further investigation, Ofc Fregosi noticed the suspect had a Wild Wings Cafe band around his wrist. Wild Wings Cafe is located off of Windward Parkway.
After various sobriety test were performed, 24 year old Atlanta resident Steven Christensen would be ticketed for DUI and failure to stop at a posted stop sign.

On February 16, 2011 at approximately 2000 I was asked to call the owner of the Shrimp Basket Restaurant about a burglary. Upon calling I made contact with the owner Ms. XXXXX who stated sometime on February 13 after 2200 hours and February 14 at 1000 hours someone entered the restaurant and took several items. Ms. XXXX was not available to meet but stated her employees called her and on February 14 and stated two touch screen registers, a 46" LCD tv, 32" LCD tv,and a small stereo system were taken from the restaurant. Ms. XXXX did not have the serial numbers for any of the items but stated she would... (end of sentence removed to protect investigation.) Ms. XXXX was unsure how the restaurant was entered and items taken. No further.

Milton shows off unique partnership.

MILTON - Milton has a special visitor in the city last week. Fusao Ushiro, a law professor with Nagoya University in Japan, spoke with members of the city and council about the unique public-private partnership enjoyed by Milton, Johns Creek and Sandy Springs.
"In general I'm very interested by the realities of the concept of the total outsourcing system," said Ushiro.
When Milton formed, nearly all public services were performed by employees of private company CH2M Hill. The only exceptions were the police and city manager.
Ushiro is gathering information on how the city functioned with private employees working alongside public ones, and how money was saved by doing so. Even now, after Milton has withdrawn from the partnership, many city services are still outsourced to private companies.
He explained that, in Japan, being a city council member is a well-paid, full-time position, with his own city of Nagoya employing 75 council members. With such expenses, Japanese legislators are looking at cutting costs and outsourcing more work.
"In Japan, use of partial contracting is spreading now, but this type of total outsourcing is new and legally possible[in Japan]," Ushiro said. "I think it is very effective to almost all the public services to contract out to the private companies."
Japan has had the same legal system in place for the last 60 years.

Turkeys slow traffic in Milton.

Forget the chickens. In Milton, it's the turkeys crossing the road.
"They go up and attack the cars," McCarty said.
The wild turkeys are visible in many parts of the north Fulton County city, but they aren't typically in the road, McCarty said. No wrecks have been reported, thanks to most vehicles slowing down to avoid hitting the birds.
McCarty said those traveling in the area should be cautious, but there's no need to worry.
“Slow down and try to go around them," McCarty said. "They’re not going to damage anything. It's comical to see a turkey pecking a tire."

FULTON COUNTY, Ga. - A massive fire in north Fulton County destroyed the home of a former major league star. Former Braves closer, Mark Wohlers and his family escaped the smoke and flames that destroyed their home overnight.
Wohlers said the most important thing he was able to save from the fire, were his wife and children. The former Braves player said he was thankful that his family escaped the fire safely.
"At a quarter to 1:00 in the morning, my wife hit me and said, 'What's that noise? What is that?' I jumped up out of bed and we saw flames coming from the other end of the house," said Wohlers.
The fast-moving fire destroyed the Fulton County home on Old Cedar Lane early Tuesday morning.
Wohlers said his wife rushed to get their three children out of the home while he tried in vain to stop the fire.
"She ran upstairs and I ran towards the fire, because it was outside and I was thinking there was some way I'd be able to control it because at the time the flames weren't so high and by the time I turned around she had all of our kids out of the house. I just ran back to our closet, I grabbed a shirt," recalled Wohlers.
Rescue crews were able to salvage some of the baseball star's trophies and memorabilia, but Wohlers said that wasn't what was important. Wohlers said what mattered to him was that he and his family survived the blaze.
"Alpharetta and Milton did as much as they could to salvage our house. My wife made sure our kids got out of there as quickly as possible. Like I said, it was all her. To get those kids out of there, I don't know if it’s the motherly instinct or what it was, but she jut moved so quickly before I could even think and its just something we'll always be grateful for," said Wohlers.
Wohlers said he kept a safe in his home with some of his more prized belongings, including his World Series ring. Wohlers said he was able to recover the safe, but not very much else.

Narrative:
I responded to XXX Buckland Run in reference to an entering auto call.
Upon arrival, I made contact with the victim, XXXXX. XXXXX stated that sometime during the night unknown person (s) entered two different vehicles parked in his driveway. XXXXX stated that the Ipod Nano, Maui Jim sunglasses and the misc cds were all taken from the Toyota Supra. The victim also stated that the Garmin GPS and Ipod Touch were taken from the Ford Taurus.
XXXXX advised me that his alarm system on the Toyota Supra went off during the night sometime between the hours of 0001 and 0200 hours.
The victim stated that he was unsure of the exact time. There were no serial numbers available at the time of this report.
There was no damage done to either vehicle. I supplied XXXX we a card containing his case #.
Note: The Ford Taurus was not on scene at the time of the report. The victim's daughter had driven the vehicle to school.
Mark Wohlers, family escape house fire.

Former Atlanta Braves pitcher Mark Wohlers, his wife and their three young children escaped an early-morning fire that destroyed their Milton home Tuesday.
"Just let whoever cares about us know that my wife [Kimberly] was the hero," Wohlers told the AJC. "She got everybody up and out of the house quicker than I can blink an eye."
Kimberly Wohlers woke up her husband, then ran upstairs to get the children, 7- and 3-year-old boys and a 5-year-old girl, Wohlers said.
As the couple watched the house burn, "we just looked at each other and said, ‘Everything that's important got out safely,'" Wohlers said.
It took firefighters 45 minutes to knock down the fire. Milton Fire Chief Robert Edgar said the house is a total loss.
"The roof is made of cedar shakes and once they're involved in any kind of fire, they just take off," Edgar said. "And we had a strong wind blowing from the north. We had some difficult times."
The fire does not appear to be storm-related, Edgar said. Fire marshals have not determined the cause.
In the morning light, firefighters retrieved some of Wohlers' trophies and memorabilia from a basement room, Edgar said.
The hard-throwing Wohlers debuted with the Braves in 1991. He became the closer in 1995, saving Game 6 of the World Series to clinch Atlanta's only major pro championship.
But in Game 4 of the 1996 World Series, Wohlers gave up the three-run homer to Jim Leyritz that turned the tide for the Yankees.
From 1995 through 1997, Wohlers racked up 97 saves and 282 strikeouts in 211 1/3 innings.
The Braves traded Wohlers to the Reds in 1999, and he retired three years later.
He and his wife run a real estate firm called Team Wohlers.

Not to put too much faith in the little guy, but General Beauregard Lee, Georgia’s groundhog, was apparently right on the money when he predicted a quick end to winter this year. The last few weeks have been absolutely beautiful, and I love it. Now I’m just looking forward to March 13, when we’ll ”spring” forward and get that extra hour of daylight.
I have an idea of what to do with these optimal conditions: Let’s make a pledge to get outside and be rejuvenated by the sunshine and fresh air. Let’s pledge to make this spring like none other in Milton’s history.
I can already point to one way we’re fulfilling that promise: Late February saw the start of three new recreation programs for children in the City of Milton – our first effort in this sorely needed area. Thanks to the hard work of our Parks and Recreation Department –Director Cyndee Bonacci and Recreation Coordinator Tom Gilliam – we are now offering soccer, flag football and Jr. Jazzercise. These join our already popular fitness camps and will soon be part of a range of programs offered through the City of Milton (stay tuned for a full list in just a little while).
Each of these programs has been created with Milton’s overall philosophy of partnering for smarter, more efficient government. Soccer and flag football are offered through a partnership with i9 Sports of North Fulton/Forsyth and an intergovernmental agreement with both Cogburn Woods and Birmingham Falls Elementary. The Jr. Jazzercise program is achieved through a partnership with instructor Jessica Miller and Milton-based Wellness Centers of America.
What we are able to provide with these partnerships are great, mature programs without a large expense or wealth of resources. It’s a new way to look at government, and it’s a way Milton has embraced in many forms since its founding in 2006.
I think we’re very lucky in Milton for a number of reasons. Obviously, we’ve got a great standard of living, incredible schools and unmatched local businesses. We’ve got a wealth of good people all working very hard to make Milton the best community in North Fulton, the southeast, the United States, even the world.
But one of our greatest strengths, in my opinion, is our freedom. As a young city, we don’t have the “business as usual” hindrance that can bog down exciting new ideas and ways of looking at the world. That freedom is allowing us to follow these new opportunities, evaluate the success, and make new decisions.

Registration is now open for two of the newest City of Milton recreation programs: youth flag football and youth soccer.
Youth Flag Football
Co-ed youth flag football for children ages 4 to 12 is offered through a partnership with national youth sports affiliate i9 Sports of Forsyth/North Fulton. This Sunday afternoon program is scheduled to begin Sunday, March 13 and last through May at Birmingham Falls Elementary School, 14865 Birmingham Highway (click here for directions).

Crabapple planning meeting March 14.

This meeting, presented by Lew Oliver, Inc. Whole Town Solutions, will delve into the transportation, connectivity, building design, identity and long-term planning needs of the Crabapple Crossroads community and the City of Milton's future City Center. It will feature a short presentation and discussion on a number of topics, including zoning tools like the transfer of development rights - a potentially powerful conservation option that could greatly influence the area's "village" concept.
The goal of this process is updating and retooling the existing Crabapple Crossroads Master Plan to more accurately reflect the economic, transportation and growth realities of the area.

Monthly crime prevention tip: Preventing home repair fraud.
As you emerge from your home this spring, you may notice the structure has suffered some damage from winter. Unfortunately, this is also the season for home repair fraud.
It is estimated that Americans will spend approximately $133.9 billion on contracted home improvement projects and do-it-yourself repairs this year. Due to the fact that homes are not selling because people are not buying, the home repair industry is thriving. This condition makes it lucrative for con artists, and each year Americans lose millions of dollars on fraudulent repairs.
But homeowners can protect themselves from becoming victims of home repair frauds by educating themselves on their rights as consumers.
Con artists carry out home repair scams in many different ways. Below are a couple of examples of common home repair scams and tips for hiring a contractor:
1. The quick repair made with materials left over from another job.
The con artist approaches a homeowner with an offer to repair the driveway or roof with materials left over from another job in the neighborhood. Many of these fraudulent workers appear after heavy rains, winds, snow or other disasters that wreck lawns, roads and driveways. What seems like a good deal for the homeowner turns into a nightmare when it becomes apparent that the con artist used inferior materials, made faulty repairs or did not even do the job at all.
2. The home improvement loan scam where contractors persuade homeowners to finance the project through a lender the contractor knows.
Once the job is underway, the contractor and lender pressure the homeowner to sign a series of blank or vaguely written contracts. The homeowner has unwittingly signed a contract for a home equity loan with alarmingly high interest rates and payments.
To make matters worse, the contractor may not complete the job satisfactorily or even finish it at all. Some homeowners have even been tricked into signing papers that allowed the fraudulent contractor to obtain a mortgage or assign a lien against their property.
In these instances, homeowners -- especially older homeowners --could face foreclosure if they cannot make the high mortgage payments.
When considering potential contractors, homeowners should be wary of those who solicit door-to-door, just happen to have leftover materials from another job, accept only cash payments or ask for the entire payment up front.
If they refuse to provide references, or suggest or insist that they borrow from a lender the contractor knows, those are red flags and should indicate to the homeowner that they are finished talking with this contractor.
Homeowners should ask for a written contract that fully outlines the details of the job, including product and materials specifications, time lines, warranties and payment schedules. Never sign a contract before reading it carefully or if it contains blank spaces that can be filled in by someone later.
City New Hires.
Tom Gilliam: Gilliam is our Recreation Program Coordinator, which means he will create and oversee all of the programs for the Parks and Recreation Department. Gilliam has a Recreation Management degree from West Georgia College and a Physical Education and Health degree from Kennesaw State University. He has worked in recreation for Fulton County and Roswell, as well as taught and coached in high schools. Most recently, Gilliam served as Recreation Minister for North Metro First Baptist Church in Lawrenceville, where he created the Recreation Ministry from scratch. Jason Griffin: Griffin is a new police officer who joined us earlier this year. He brings seven years of experience to our city, having previously worked for the Newton County Sherriff's Office as an investigator. In 2009, he was nominated for the Officer of the Year Award.
Andrew Noblett: Noblett started with the City of Milton on Feb. 14. A graduate of Georgia Southern University, Noblett joins the city after serving three years with the Forsyth County Sheriff's Office. He eventually hopes to work more in the area of training helping new officers learn the job.
Monthly fitness tip:Why do our bodies hurt so much?

This is an important question. Many of us have chronic pain in our hips, lower backs and knees and have no idea why. Is it attributed to old age, stress, or abusing our bodies at a young age?
The answer to that question may be simple. There are typically six common factors that cause chronic daily pain:
1. Elevated stress levels
2. Too much sitting in a slouched posture
3. Poorly designed exercise programs that do not address the body as whole
4. Lack of flexibility (tight legs tend to pull on the lower back)
5. Bad eating habits
6. Poor sleeping habits
Think of your body as spokes on a wheel. If any spoke is weaker than the other, the wheel will not roll smoothly. Our body is only as strong as its weakest link.
So how do we alleviate these aches and pains?
1. First, meet with your physician and make sure that there are not any medical issues causing you to have these aches.
2. Step two, start an exercise program that addresses body as a whole.
Look for a program that assesses your posture and the biomechanics of your body. A good trainer should always start with a physical assessment to see how your body moves and where there may be some compensation

Bethany Bend redistricting meetings.
Community meetings are set for March 16 and April 13 to address the redistricting process for the new high school being built on Bethany Bend. Each will be held at Alpharetta High School, located at 3595 Webb Bridge Road in Alpharetta, from 7-9 p.m.
There was a previous meeting Feb. 23 that was announced too late for the February's Milton E-Roundup Newsletter.
The as-yet unnamed high school is scheduled to open in August 2012. Existing attendance zones of other north Fulton high schools will be modified to create the new school's attendance zones. Parents, staff and community members are invited to give input on how the new boundary lines will be drawn.
Here is the format for the remaining two meetings:
Wednesday, March 16
- Staff presents alternative proposals for 2010-11 attendance zones that were developed with established criteria and community input from the first forum.
- Community members comment on strengths and weaknesses of each plan in facilitated small-group discussions.
- Prior to the next community forum, staff condenses the number of attendance zone alternatives based on public input.
Wednesday, April 13
- Community members review and provide input on revised attendance zone alternatives in facilitated small-group discussions.
- Staff uses comments to develop final attendance zone options for Board consideration.
The Fulton County Board of Education is scheduled to vote on the new attendance zones in June 2011. Changes in attendance zones will go into effect when the new school opens in August 2012.
"Footrace for the Falls" March 26.
The 5K will begin at 8 a.m. and the 1-mile will begin at 9. There will even be a free "Tot Trot" for the little ones after the 1-mile.
Registration is $25 before March 15 and $30 up to and including race day. All registered runners/walkers will receive a race T-shirt and plenty of refreshments.
Awards will be presented to overall male/female, masters male/female, and the top three finishers in all designated age groups. All participants in the 1-mile fun run will receive a finishers' ribbon.
Both courses will start at BFES and proceed along local gravel paths and dirt roads. All proceeds will benefit the Birmingham Falls Foundation, which supports educational programs at the school.

Earth Day Festival April 16.

Crabapple City Center and Master Planning initiative underway - Public meeting scheduled for Monday, March 14th at 5:00 at City Hall. Please attend.
The ARC has awarded the City of Milton a $100,000 Livable Communities Initiative (LCI) grant for the Highway 9 area working with Alpharetta.
The City of Milton has purchased approximately five acres to help alleviate traffic issues with the new high school and to allow for a public safety presence on Highway 9. This one parcel will serve multiple purposes benefitting citizens.
Text amendments being considered regarding commercial landscaping businesses. Specifically whether C-1 zoning should be required versus the current allowance on AG-1/residentially zoned land with a special use permit. Citizens asked that this change be made given their concerns with the influx of commercial/industrial businesses locating on non-commercially zoned parcels. Other jurisdictions require C-1 zoned land for such businesses.
Meeting dates for other important community events such as the second annual City of Milton/Milton Grows Green (MGG) Earth Day event, Milton High School's Production of Hair Spray, the next two redistricting meetings, the Wednesday, March 2nd "Walk to School" event which is intended to promote environmentally healthy practices for the community and school age children and so much more.

Fulton County Board of Education School Redistricting Process
I attended the first meeting of this process on Wed., Feb. 23 along with many of you. Thank you for ensuring your voice was heard. This process is a critical component in determining the attendance zones for the new high school as well as the existing Milton High School. If you were unable to attend, please provide your input electronically to the FCBOE. The on-line forum is receiving specific community input through 2/27/2011. Please use this link. Please try the on-line link even after 2/27 just in case the FCBOE leaves it up longer. Bear in mind there are specific questions for which the FCBOE is seeking input. The more directly you address these questions the more your comments will be considered as the questions tie directly to the primary and secondary elements utilized by the BOE to determine attendance zones. Input that goes outside of the primary and secondary FCBOE board approved criteria will not be considered. Other upcoming dates for the next two phases of the redistricting process are noted in the right margin.
City of Milton Selected for a $100,000 Livable Communities Initiative (LCI) grant from the Atlanta Regional Commission (ARC)

City of Milton Purchases Multi-Purpose Five acres Fronting Highway 9
The City of Milton purchased just under five acres on Highway 9 in direct response to citizen desires for additional access to the new Bethany/Cogburn high school. This parcel will serve multiple purposes benefitting citizens including mitigation of potential traffic issues, while also providing a site for a public safety facility to further enhance fire and police presence for this area of Milton. Other opportunities exist for this parcel including passive recreation and greenspace.
