Man seeks law to protect horse owners in Milton.

A man who says he’s trying to protect Milton’s reputation as an equestrian-friendly community is working on a city ordinance that essentially would create quiet zones around people’s horse pastures.

Tim Enloe, known around town as the local blogger, cites incidents in which people allegedly set off fireworks, revved motorcycles and otherwise made a racket around “Liberty,” his mother’s 29-year-old mix Arabian. Like others of its kind, the animal is made skittish by loud noises.

“There’s really no ordinance on the books to protect … horses against such abuses,” Enloe told Channel 2 Action News.

Someone also has shot paint balls at Liberty.

"The horse had residue all up on her eyes and down her neck where the welts were,” Enloe said.

In a follow-up phone interview with The Atlanta Journal-Constitution, Enloe said his family has complained to authorities of the North Fulton city, to no avail.

Meanwhile, due to the harassment, “our horse won’t graze without company. And we have to purchase extra grain and hay because she will only graze close to our house,” he said.

“My 74-year-old mother shouldn’t have to ride a mower out to a pasture like she’s walking a dog to get her horse to graze.”


Enloe said he’s working to draft an ordinance that he’d call “Liberty’s Law.” He hopes to have it introduced in the Milton City Council before the end of the month.

“We’re thinking honestly of having ‘Horse Zones’ – if you have property near horses, please, no shotguns, please, no loud noise except at certain times of year, New Year’s Eve and July 4th,” Enloe said. “I wish to goodness this wasn’t even needed … but I believe we need to have laws in place to protect this type of lifestyle.”

Consequences for ordinance violators could start with warnings and end in fines. Enloe said he did not know what fines would be appropriate, as he is still researching the matter and trying to contact horse-ownership organizations for guidance.

Milton Mayor Joe Lockwood told Channel 2 that he’d be happy to discuss the proposed ordinance with Enloe.

I work in media and the whole way to get more more research and proposed guidelines is to CONTACT the media so others are aware of what is going on and people can get involved. How much more research do you actually need to know that shooting paint balls and fireworks at a horse is animal cruelty? IDIOT.

On the hurting of the horses, I know of more than one national champion Arabian horse that lives in the middle of a very noisy city. There is a barn in Houston TX that is just blocks from two major freeways the horses aren't skittish or anything such as that! This is just an excuse to oppress other people with your ideas!

Wouldn't it be prudent to produce an awareness campaign about this subject rather than demand more laws that won't be enforceable and a waste of Milton Police Officer's time?

Unbelievable. The animal cruelty that has occurred has been going on for over four years. If these acts toward this horse had not happened, this appeal would not be in place. Would the horses in Houston remained at ease after being shot with a paint ball gun, a pellet gun shot into pasture plus firworks and bottle rockets fired into pasture?

Did Mr. Enloe approach the City of Milton for a length of time without results about a new code endorcement or speak up at the microphone for a public comment at a council meeting about his concerns before calling the press with a story about himself first. Never saw a letter posted here which is usually how it's done.

No letter, the family had meetings with Milton. They got no assistance to stop this problem. We support the Enloes for what they are trying to do.

Linn Boyd, if the horse in Houston is a champion, it is most likely accustomed to various environments and noise. It may have been born in such a place. Of course it is not an issue to them. It's all they have ever known. The issue here is not simply noise, it's called ANIMAL ABUSE where people are purposely hurting and frightening the animal. Ron Paul-you're just a pompous fool.

you folks are all nuts, stop listening to enloe already he just hasnt gotten any attention in a while and needs to feel like he is still important which he isnt and remeber that there are already animal cruelty laws in place for things like shooting a horse with a pellet gun or paintball gun

How can anyone comment when nobody has actually seen the proposed ordinance that Tim is working on?

I'll reserve my comments for that time, but I do commend several folks for pointing out that yes, there are already laws in effect to cover cruelty to animals.

This is something that I feel strongly about, but it is also something that is almost always going to be after the fact. You simply can't expect our police to patrol around looking for people abusing animals.

Is ringing a door bell or having the trash picked up really any different from this when it upsets a dog?

This is a rural area and even as such you're going to have loud noises from time to time, it just shouldn't be intentionally done so that it disturbs an animal and that's where you're gonna have a problem, in proving intent.

Maybe if we had enough officers to actually enforce the laws that Milton already has in place to protect all animals and property, Enloe wouldn't be proposing horse protection. What's the big deal anyway, you people in favor of horses and livestock being shot at with fireworks and other stuff, etc? Really? Sounds like a good idea to me unless you are one in favor of harassing and abusing animals and horses in this town. Change the horse logo to one with a noose around it then and be done!

Why do we need to protect horses when the human residents on Highway 9 can't even get protection. Call Milton rural if you want but most of Milton is suburban and the horses are just prizes and status symbols. If Milton is rural then where are the working farms? Quit making excuses for your rich stuck up behavior. A horse is a horse it's an animal. Tim, city hall can't even take care of you....how the hell do you think it can take care of your old a%$ horse???? BUT WAY TO GO ON GETTING ATTENTION! ALL 5 OF US NOTICED!

The Hwy 9 corridor residences are very protected. The entire Police Dept. (Patrolman) have unwritten notice to only enforce the law on that side of town. The rural side of town is left without as much patrol. I know.. While there I was told by the Uniform Watch Commander to only enforce law ("on this side of town")meaning Hwy 9 area. Milton is racist and socially bias..

Seems to be a situation of disregard for animal cruelty and harrassment by certain people calling the shots in this corrupt city. This needs more media coverage and higher authority investigation. Those guilty should be exposed and held responsible.

Most of the square miles in Milton is not made up of suburbia in Milton. There may be more people in the hwy 9 corridor but they don't occupy more land.

People are the ones breaking the laws, not the horses. Thus the police are needed to police the people, not the horses. Horses aren't shooting at people or keeping people awake at night partying in the pastures.

So from this blog, it seems the city of milton has a police department issue. Lack of officers to handle everything in Milton. Just call Alpharetta PD to handle Milton's issues. How old is that gonna get?

arent the newells the family that goes to the high school football games and sits on the hill so they dont have to pay to get in. My boys refer to them as weird. all of this wouldnt suprise me at all. Feel for the old horse and lady.

If it's the neighbors boys than why haven't the police gone after the parents if the kids are under 18? If my kids were harassing the old lady next door and her horse I'd wear them out they wouldn't need to fear the police, the good ole fashioned way. Remember the days when parents could spank their kids without fear of DFACS being called? No instead, don't spank the kids and let them grow up to be bratty disrespectful abusive and lousy people who harass the elderly and old horses.

Take them out Back Tim behind the shed and settle it the old fashioned way. Have an agreement between the two boys and their parents and yourself that who ever wins wins, no police involved regardless of the winner. I will place my bets on that fight!

Or just let Liberty kick them in their a-ses for payback.

Kudos to Mr. Enloe for standing up for his horses to be able to live in their own property at peace and free from the worry of being mistreated by cruel and nasty people. This type of law/ordinance is long overdue for protecting our animals and I as an animal lover support this and hope it spurs on other communities to do the same.
