Actually, you must be unfamiliar with what has been going on for three years. Interesting how fools cry "everyone does it/noone has done anything" when challenged with corruption or poor performance.
The solution must be to dump those keeping Milton going to replace them with folks that can't find the men's room, much less make policy, for at least a year while they get trained.
If it ain't broke, don't fix it.
